Carter R. Rohan is the Vice President of Construction and Capital Programs Management at Jacksonville Regional Transportation (JTA). 

Mr. Rohan brings with him more than 37 years of broad experience in architecture, engineering, program, and construction management.

Prior to his current role, he served as Vice President and Project Director of the Riyadh Metro Transit Consultants Joint Venture in Saudi Arabia, a $15.9 billion project and was the project director of the team supporting the Qatar Rail on $14 billion Qatari Rial Lusail Light Rail Transit program.

Mr. Rohan was the Deputy Executive Director at the San Francisco Municipal Transportation Agency and has worked at Metropolitan Atlanta Rapid Transit Authority.  Rohan received his Bachelor of Architecture from the University of Houston.

JTA is an independent agency of the State of Florida governed by a seven-member board of directors. JTA operates Jacksonville’s public bus service, ferry service, downtown automated Skyway, and paratransit service. The Authority also plans, designs, and builds roads and bridges.
